I'm starving on the days I work out and hunger is minimal on non lifting days so would there be any benefit as far as strength and body recomposition to cycle the calories so workout days are maintainance and well below maintainance on non lifting days?
I would say yes. What are your goals? I would have more cals on training days and more carbs on those days as well. On non training days you can lower the carbs and lower the overall calorie intake.

That's what I do, and I have my extra calories pwo.
I tend to default to eating that way really. I like/need/want more carbs on active days and I notice a difference in recovery when I'm sticking to the usual meat+veggies diet.
It'll work better if you eat more on workout days.
I always ate more on my workout days. I still do that now naturally. When I dieted I just had extra in a PWO meal or whatever and maybe some more after that if needed. So it worked out quite nice.
It's also a nice break mentally to have some days where your cals are at maintenance.

Cycling calories makes goal-reaching, dieting so much more interesting as opposed to same cals day in, day out. Especially over longer term.

You will definitely have better workouts when you ingest higher calories and in effect, you should see your recomp goals being realized in a shorter amount of time because of the ability to push out more on your workout days. At least that has been my experience.
